As Germany I use a combination of small "Sicherungs-Division" with just 2x2inf, eng, and sup-art with the only objective being to delay the enemy long enough for a mobile reserve of either motorized infantry or panzers. I also tend to augment this with expeditionary forces. For a realy vital port I'd probably go for a regular infantry division.
