Tarkov offline mode.
I had issue of scavs not showing up on offline lighthouse but the rogues were there. I found out that since I had been pressing enable bosses it glitched and now everyone shows up. Bad case of the runs in the rogue camp. Called in sick. 4 months later google brought me here. still can't get Rogues to spawn offline.

Playing the game normally is what makes Tarkov fun. Offline mode should only be used to learn maps and exfil routes but other than that there's not much point to it. Join the Tarkov discord and have people show you the ropes.

I practiced parking lot spawning point, and it would spawn scavs all around that area, while in the game it spawns 2 or 3 scavs at the extract area, 1 next to the elevators and possibly 1 behind the door. that's it.
